Overall there seems to be shift to congress. Now they are back at 1991 level.
Following are too many mistakes BJP made:
1. No alliance partner in south India (AP, TN & Kerala)
2. Massive loss in UP.
3. Loss in Maharashtra as MNS of Raj Thackrey siphoned too many votes
4. 2004 mistakes - dumping DMK and going with AIADMK. Dumped by NC in J&K
5. Loss of BJD as partner in Orissa (religion issue)
6. Loss of Rajasthan (caste issue)
BJP can not win elections in India without UP as they are too weak in south. And they need long term partners in south.
Rajnath singh idiot should resign. Massive calculation mistake.
Also it appears that at major metro areas people have voted for congress such as delhi and Mumbai
NDA is strong in more rural areas like Bihar, MP, Chhatisgarh with the exception of Gujrat.

I see the point you were making:
The OP has not filed for I-485 yet, so what is the grounds for approving a new 3 year H-1B petition with a different employer?
Question for those who got an extension approved based on the approved I-140
- Did you have a I-485 pending at the time of filing for a new H-1B?
- If not, then what did you write in the cover letter ;) ?
Is AC21 applicable here when no I-485 is filed?

Take one by one and try to answer properly.
1. What is CIS is returning visa #'s to DOS.?
There are some unused and unallocated visa numbers reported by various means. Few# got reported by consulate abroad and few reported by USCIS.
2. How USCIS and Consulate can report unused Visa #'s?
You might be reading the I-485 rejection cases by CIS and Consulate
You might be hearing about USCIS is unable to process the applications received
You might be hearing people could not able to file whose cased were current in June.
All these Visa #'s are reported back
3. To me around 20000 such numbers are available for this years quota
4. Can my applications sneak into this #?
Answer is uncertain.
If your have an old priority dates then probability is high
If you have recent 05/06/07 priority date then there could be issues in issuing an EAD. People whose PD are old will take legal action against USCIS of they do not consider their case and approve yours.
5. What would August VB have?
If they do not approve any July2 filling then here is what they will do
a) Retain petition with old PD and adjust them in Aug
b) Reject all I-485 application for candidates recent PD
They are making a decision fast, that the reason Aug VB is not yet published
6. Will USCIS reverse the new decision?
Answer is NO. Why? There is no such pattern in USCIS behavior and July time is running out.
7. How about Law suite?
:) Do not worry there is a slick chance. All govt depts. are inter related.
Don�t you think Justice dept does not know about this before issuing the reversal notification in July. All CIS communication also being forwarded to Justice dept.
State--> Immigration --> Justice are all same with different names.
I have no hope from this process. It's just building a fake hope.

There is no guarantee that you will process your application from XYZ law firm in Oct.
If you file now through them, you are bonded with him until you hear some good news from CIS.

Another thing after July 16th, I am not sure if they can charge money to you directly. They will rush you to pay before just 16th.

No I dont think you need the letter with explanation. The instructions say (a) and (b) OR (c) where C is a receipt for pending 485...

I came here last year with a different company H1. I dont have any problem with the current employer but the company i am working is a direct client to American Business Solutions. Due to this they approach me to join them.
I am actually worried that if i dont join them they may cancel the contract....

Interesting. When did he submit his I 485? Even in the month of June the dates were not current if I am correct? That would meean they are getting approved based on July bulletin...How is it possible?

I thought of entering through AP, but 1140 is not approved and have about more than 4 and half years left on h1b. so it is tricky sitution. I am hoping they approve my visa in couple of weeks or i am thinking of using AP. what is your opinion.

I invoked AC21 and changed employer in November.
I received an RFE today when my PD is nowhere close to what USCIS is processing. I was wondering if anyone else had any updates on their cases with priority date close to mine.
Is your PD 11/2001 or 11/2002? I saw some folks who got RFE's, LUDs whose priority date is in 2003 (Mine is May'03 and I got soft LUDs on mine last week). So I guess USCIS is pre-adjudicating the applications whose PD is not current. Atleast on some applications...if not all.

if you filed by your self, then you would get all the RFE, no problem.
Invoking AC21 is your choice. you can either send a letter or not is upto.
Once you get RFE, you should able to send the new offer letter and what ever is requeired by RFE.
You seem to be safe, Good luck in finding a job.

Hi Iak123,
I am planningt to apply a visa for my monther (widow), she appeared once in Chennai and they asked more evidence on ties in India but we did not respond to that as she was not interested in that - this was two years back . Now I am planning to re apply her visa, she lives in Hyderabad and now we got US consulate in Hyderabad (India).
Can you please help me gather all documents I need to send and also what all documents I need to submit from India on behalf of her. I really appreciate and thank you in advance for your help.

Dont go for consultants. They explain different stories to your parents and your conditions and circumstances are different. We did the whole paper work ourselves. If you want any more information please do not hesitate to ask I will be more than happy to help.
Mainly I focussed on these things for my parents after 2 rejections
1) Why they want to come to USA
2) What are their ties to India
3) Who will sponsor their trip
4) How long they will come
I did prepare a cover letter addressed by my father laying down very clearly what is the purpose of their trip, Social Ties and responsibilities in India, reason for coming back, Financial support for the trip. and also focussing on family in India. Although the visa officer never looked at any of the docs.

I am not entirely sure how much role the job/employer plays in this issue.
I think that if your skills/job profile is not a generic one like IT/software
and if it can be used in sensitive areas like military/defence,
your visa application might require this additional processing-- this is just a guess, I have no idea.

I am little confused here.
1) What is the difference between status and authorized period of stay?
2) If I start using EAD and I go out of USA, while return back to USA, if I show Advanced Parole I am assuming Port of entry guys will issue me new I94 card and status they mention on it as Parolee.Right?Do you think I have to do that without going into out of status?

Your case is really a twisted one.
i am not a expert on this, but whatever i have read, there is no such thing as H1 transfer.
Every H1 is a new petition. So C3 might be able to file a fresh petition.
Anyways, hire a attorney yourself and consult him/her.

At the botom of the pdf there is this
" USCIS will accept Forms I-129F, I-131, I-140, I-360, I-485, I-765 and I-907 filed with the new “Direct Filing” location in advance of the July 30, 2007 effective date, that are otherwise properly filed."
Does this mean that they will accept direct filing now?
