There is no formal procedure like "invoke AC21" and it is not required that we have to inform CIS about employer/job change. But once we change employer after 180 days we are automatically using AC21 rule. Correct me if I am wrong.
Invoke AC21 = moving away from the sponsoring employer after 180 days of 485 application.
There is an optional formal procedure which involves notifying USCIS about the move. Not doing so used to be a problem in the past (Labor substitution days) when previous employers would revoke the 140 even after 180 days so that they could use the Labor for someone else. If USCIS did not have a AC21 notification, they would deny the 485 even without a NOID. This was a pain as the applicant had to do a MTR etc.
The problem has now reduced as the employer gains nothing by revoking the 140.

I dont know if USCIS requires someone to report it. The reason is they are making print mistakes when approving labors and I-140's. Approval notices are having good PD;s.
Case 1)
Guy applied for labor in 2005, he got approved with a PD of 2002. same date, month, year different. In this case, his lawyer told the applicant it is USCIS's mistake and you are good to use that labor and that guy got a GC now.
Case 2)
Now there was a post saying some well known lawyer said that these errors should be reported to USCIS.
Actually In both above cases, the lawyer is same person.
So, if you pay you may get different advice from same lawyer who said you must report it.....Makes sense?

These are tough questions and most of it depends on "grounds of revocation": I will try to answer them, but remember, I am not a lawyer!
1. I do not see a good way to stop the revocation. There may also not be a good reason to appeal against revocation (only situation when any lawyer would advise to fight against revocation would be: if a fraud is implicated in revocation reason on your part or more likely your employer's part, and if it is such that can be proved wrong; then it may be worth going behind; but this is a long shot).
2. That will depend on the "grounds of revocation"; if it is on the grounds of fraud it may be a problem for future H1bs. This is more likely to be correct for the "employer" rather than "you" (in other words, in future, if you try to get H1B with another employer, it may not be an issue but your current employer may face more scrutiny with any future H1B or may be even L1B applications).
3. Your options: Firstly wait for the revocation letter. Go through the details of it. If the letter does not talk about any fraud or misrepresentation, then forget about that H1B. Continue working with L1B and in future file H1B only when you actually inted to work on it right away. Best would be to file any future H1B with a different employer, but that would depend on your circumstances.
If the revocation letter mentioned anything about fraud of misrepresentation, then have it reviewed very carefully by a good attorney as it may have implications for yoru future immigration petitions in future and you want to straighten them before they create any problems.

I too moved out of city (Austin to Dallas) and changed employers. I have informed about the change of address and it has been successfully updated and there is no RFE.

I think you can try the civil marriage in the court in presence of judge. My sister and brother in law took this route for marriage certificate. even i lost my i94. my lawyer suggested my to apply for duplicate. just in case i get an interview for GC. valid i94 would prove my legal presence.
also, i would imagine she has to give i94 while leaving US. otherwise how would system track that she has left. so if the system is showing that she is still in the US having AP upon re-entering might cause an issue.
i really doubt that a copy of i94 would work.

went to infopass today afternoon. while showing my documents , I have shown current EAD , and expired EAD card.
The officer immly taken the Expired EAD and said that they are supposed to collect the expired EAD card from any one , if they see them.
she gave a copy of it.
is anyone had same experience with expired EAD card ?
do we need to have all expired EAD cards ?
My PD March 23 2005 , she said name check pending since 2007 sep.becuase background check is pending they may not act on it
when I asked about 180 days memo , she said it is up to TSC to act on it.
That is pretty standard for safety and security issues. If they see it, they take it.

In conversations with various people from USCIS this week (TSC IO and USCIS assistant director's staff), it has become clear to me that USCIS no longer preadjudicates applications i.e. if your application is retrogressed, they set it aside completely.
Why should we care?
Suppose, the last quarter of the fiscal year rolls around (in July) and as per usual DOS starts to panic about the number of greencards leftover, and moves the date significantly all of a sudden.
Now take a hypothetical situation of one person with PD 2001 who happened to go and get stuck in the namecheck, another person with PD 2005 who didn't get stuck in namecheck and therefore had his file assigned to an adjudicator before the current round of retrogression hit.
Guess what will happen in the free for all in July-Sept? Greencards are handed out left and right to fully adjudicated applicants regardless of the priority date order. Person with PD in 2005 gets a greencard, whereas PD 2001 person who first got stuck in DOL, then in namecheck, is stuck once again for no fault of their own. The people who have suffered the most already pay the price yet again.
If pre-adjudication in priority date order was the norm, when dates moved, greencards would be given out in a fair, first in first out way.

2. Out sourcing may be an answer for IT jobs, but still demand for on site worker is there & will improve once economy comes back on track. I think, out-souring is answer to big projects but not for small or mid-level projects.

As IV gains strength (due to support and contributions from members) IV will become a voice nobody can ignore. Due to our efforts so far we have gained lot of visibility and our opinions are heard by people who make decisions.
Again, IV will not post on the open forum to anonymous users whom we meet or whom, we are invited to meet. If you want to know answers to such questions then join your state chapters. You will know not only know answers to such questions, but will become a part of such efforts.
